What are the unmet needs / service gaps?

There is a need for the Council and partners to embed the individual’s experiences and perspectives into the safeguarding process, so personal outcomes reflect greater choice and control.

The Council and partners need to better understand and review the barriers to accessing justice for victims. This includes, for example, barriers to achieving prosecutions and convictions, access to advocacy, victim support, restorative justice and mediation.

Practice should be driven by informed and empowered choice and control for people who have experienced harm. Awareness and skill in the application of the Mental Capacity Act is crucial.
